Meta ads are the advertisements shown on Facebook and Instagram in Turkey. While Google Ads captures demand that already exists in search, Meta ads spark interest in people who have not looked for you yet. For small businesses the two channels work together: Google Ads catches people who are searching for you, and Meta ads convince people who are not searching yet. In this guide I walk through the steps of setting up a Meta ads system from scratch, the current rules in 2026, and how to get results on a small budget.


What Are Meta Ads and How Do They Differ from Google Ads?


Meta ads appear across Facebook, Instagram, Messenger, and the apps in Meta's broader network. On Google Ads you show up while people are searching for something. On Meta, your ad reaches people as they scroll through their feeds. That is why Meta ads are a "demand generation" channel: they show your product or service before people have even realized they need it.


Google Ads: High-intent searches. The user already knows what they need and is looking for you.

Meta Ads: Low-intent discovery. The user does not know you yet; their interest has to be sparked.


Millions of people in Turkey use Facebook and Instagram every day. For businesses selling visual products (boutiques, cafés, hair salons, furniture) and for local service businesses, Meta ads are one of the most cost-effective growth channels.


Step 1: Set Up Your Ad Account


To manage ads you use Meta Business Suite (formerly Business Manager). Setup steps:

  • Connect your Facebook Page and Instagram account to it
  • Create an ad account and add your payment method
  • Add yourself as page admin and ad admin

    A Meta ad account has three layers: campaign, ad set, and ad.

    For small businesses the best starting objectives are "Sales" or "Messages." The messages objective is especially strong in Turkey: the person who sees the ad is sent straight to WhatsApp or Messenger, and the conversation turns into a sale.


    Step 3: Budget — Start Small, Learn, Scale


    There is no magic budget for Meta ads, but a safe starting point for small businesses is 1,000-3,000₺ per month. With a daily budget you can even test with as little as 30-100₺ per month.


    Key rule: focus your budget on a single ad set. 1,500₺ split across 5 ad sets does not let any set collect enough data. 1,500₺ in one set gives Meta's optimization algorithm a real chance to learn.


    Step 4: Targeting — What Changed in 2026?


    In 2026 Meta is narrowing manual targeting and pushing Advantage+, its AI-powered targeting. In the past you could pick detailed options like "women, 35-50, Izmir"; today Meta looks at your creative and pixel data and finds the audience itself.


    Advantage+ audience: Meta's AI shows your ad to the most likely buyers. Suggest at least 3-5 different interests to start.

    Location and age: Pick Turkey, a city, or a district; do not narrow the age range too much.

    Retargeting: Re-target people who visited your site or engaged with your profile. Most conversions happen 2-7 days after first contact.


    The pixel is essential for building custom audiences. Install the Meta Pixel on your site before launching any ads; that way you can retarget visitors and measure conversions.


    Step 5: Ad Formats and Creative


    In 2026 video performs best on Meta. Reels in particular lowers ad costs on a platform where organic reach keeps shrinking.


    Reels (video): Vertical 15-30 second videos that grab attention in the first 3 seconds.

    Carousel: Swipeable cards for showing multiple products or services.

    Single image: One photo for a simple, clear message.

    Message ads: A format with a "Message Now" button that sends people to WhatsApp.
